Peng Peiyun, Architect and Enforcer of the Murderous "One-Child Policy," Dead at 95
Peng Peiyun was a senior CCP official who led China’s national family-planning system from 1988 to 1998, during the most coercive decade of the one-child policy. That policy was enforced throughout China with forced abortions, compulsory sterilization, detention, beatings, home raids, and collective punishment of families and entire villages.
Peng died in Beijing on December 21, 2025. China’s state media eulogized her as an “outstanding leader” in population policy and in womens’ and children’s work. Some international media, similarly, pointed to Peng’s later advocacy towards loosening and ultimately ending birth restrictions as China’s demographics shifted as evidence of her “complexity.” On Chinese social media, however, the response told a different story. One widely shared comment read: “那些赤裸身亡的孩子,正在另一边等着你。” — “The children who died naked are waiting for you on the other side.”
Peng spent a full decade at the apex of the family-planning bureaucracy, overseeing a target-driven system whose outcomes were achieved through coercion. Under Peng’s leadership, enforcement of the one-child policy intensified. Under the policy framework and “population red line” she spearheaded, the one-child policy systematically deprived women and families of their reproductive rights through institutionalized violence. Implementation methods included forced abortions at all stages of pregnancy, mandatory insertion of IUDs for women, and forced sterilization of men. For families attempting to evade the policy, extreme violent measures such as arrests, detention, beatings, and house searches were employed, along with a system of collective punishment. These practices gradually became part of the daily functions of the Family Planning Commission under Peng Peiyun’s leadership.
Senior local officials were made personally responsible for results, and failure could end careers. Compliance was mandatory. When localities resorted to extreme measures, they were not penalized if targets were met. The year after the 百日无孩 (“Hundred Days with No Children”) campaign in Shandong, national authorities publicly promoted Shandong’s “experience.” Under the campaign in question, any woman found to be pregnant, regardless of whether the pregnancy was allowed under current family planning rules, the number of children she already had, or the stage of pregnancy, was arrested and forced to undergo an abortion.
Over four decades, China’s birth-control system forced the termination of several tens of millions of pregnancies, including documented cases of late-term abortions in which viable or live infants died. This was the outcome of a state system that treated reproduction as a political target, not a human right. In its scale & human cost, the one-child policy stands alongside the Great Famine as one of the gravest state-engineered catastrophes implemented by the CCP.
To place this in international context: while China hosted the 1995 UN World Conference on Women in Beijing and presented itself as a responsible global actor, women inside China were still being subjected to forced late-term abortions and compulsory sterilization to meet population targets. Political slogans from that period—hung prominently throughout villages or painted onto people’s homes—made the governing logic explicit: “一人超生,全村结扎” (“One unauthorized birth: sterilize the whole village”), “宁添十座坟,不添一个人” (“Better 10 more graves than one more person”). These were not fringe messages; they were the language of the one-child policy.



In 1998, Peng Peiyun stepped down as director of the National Family Planning Commission, but the strict and violent family planning enforcement system she had implemented had already spread throughout the country. The following are documented cases of forced abortions under the “one-child policy.”
Changli County, Hebei Province: In September 2000, Jin Yani, a farmer from Hebei, was unmarried and pregnant. At nine months pregnant, without a birth permit, Jin Yani was taken to the Changli County Family Planning Technical Service Station for an induced abortion. After being injected with an abortion drug, the fetus died but was too large to be expelled naturally within two days. The doctor then inserted forceps into Jin Yani’s body, crushed the fetus’s head, and removed it. The Family Planning Commission placed the dismembered body of the child in front of the mother. Jin Yani suffered immense physical trauma and was diagnosed with “secondary infertility.”
Liuyang, Hunan: On February 26, 2009, 21-year-old Liu Dan, due to an out-of-wedlock pregnancy, was forcibly taken by more than a dozen people to the Liuyang City Family Planning Commission. She was forcibly given an abortion injection and detained at the family planning service station. On the evening of the 27th, the stillborn baby was delivered. At 3:00 AM on the 28th, Liu Dan suffered uncontrollable bleeding and died despite rescue efforts.
Panyu, Guangzhou: On March 31, 2009, a woman was taken by a group of people to Room 304 of the Yingbin Building of the Shawan Town Government in Panyu and detained. More than thirty people took turns guarding her day and night. On April 2nd, she was forcibly put into a car and taken to the obstetrics and gynecology department of Shawan People’s Hospital for an induced abortion.
Guanxian, Shandong: In June 2009, a pregnant woman in Guanxian County, Liaocheng City, Shandong Province, who was nine months pregnant, was forcibly given an induced abortion by dozens of family planning officials because her pregnancy was outside the family planning policy, resulting in the death of both mother and child.
Linzi, Shandong: On August 25, 2010, Mr. Zhao from Zhutai Town reported that his wife was due to give birth at the end of the year. He went to the town’s family planning office to obtain a birth certificate. The family planning office replied that Mr. Zhao was only 22 years old in July, and his wife became pregnant in April. Since she was pregnant before they reached the legal marriage age, a fine of 1500 yuan was required. When he asked the town’s family planning office to provide the legal basis for the fine, the fine was increased to 5000 yuan. On September 4th, the Zhutai Town Family Planning Office in Linzi District, after receiving the fine, gave Ms. Xie an induced abortion injection.
Dongyang, Zhejiang: The Dongyang government website published a news article titled “Qianxiang Town’s Family Planning Work Gets Serious,” stating that the town designated October as the month for collecting social compensation fees for family planning violations. In just over ten days, they completed the collection of social compensation fees from 20 individuals with out-of-plan births and forcibly aborted three pregnant women with out-of-plan pregnancies.
Shandong Lijin: On October 14, 2011, a netizen named “Laobaixing1987” posted on Sina Weibo that Ma Jihong, a pregnant woman from Jiangjiazhuang Village, Lijin County, Dongying City, Shandong Province, was abducted by the Lijin Street Family Planning Office and taken to Lijin County Central Hospital where she was forced to undergo an abortion, resulting in her death.
Shaanxi Ankang: In 2012, local officials demanded that Feng Jianmei and her husband pay a 40,000 yuan fine for violating the one-child policy. Unable to pay the fine, local officials arrested Feng Jianmei, forced her to sign an abortion agreement, and then forcibly injected her with abortion drugs. 36 hours later, the dead fetus was expelled from her body.
The violence, pressure, and fear of that decade left lasting damage: forced abortions, dead infants, broken families, and demographic scars that China still grapples with today. These outcomes were not hidden from those in charge; they were known, tolerated, and often praised when they delivered results. Any honest assessment of Peng Peiyun’s legacy must face this reality: careers advanced when quotas were met, even when meeting them meant devastating loss of human life.

“一胎化”政策推手彭珮云,打造子宫里的奥斯维辛
曾主导中国“计划生育”政策长达十年的中共前高官彭珮云,已于12月21日在北京病逝,终年95岁。中国官媒新华社在报道中将她誉为“妇女儿童工作的杰出领导人”,但在社交媒体上,却充斥着不同的评论,有人写道:“那些赤裸身亡的孩子,正在另一边等着你。”
在彭珮云上任前,全国计划生育工作仅有浙江、新疆两个省份完成既定指标。1988年,彭珮云出任中国国家计划生育委员会主任后,“一孩政策”随即进入其历史上执行最为严厉的阶段。
将计划生育变政绩压力
为解决不达标问题,彭珮云主导起草了《中共中央、国务院关于加强计划生育工作严格控制人口增长的决定》。该文件提出的核心机制之一,是由党政“一把手”亲自抓计划生育工作,即后来广受批评的“一把手一票否决制”。计划生育被明确提升至与经济建设同等重要的政治高度,纳入地区总体发展规划和党委政府的核心议事日程。地方党政主要负责人必须承担总责,凡人口指标“失控”,相关领导将面临严厉问责甚至是仕途终结。
在这一高压责任体系下,计划生育迅速演变为一项高度政绩化的政治任务,地方官员为了向上递交“计生成绩”,向下便是层层加码,严重的暴力执法,“一刀切”和侵犯人权。
在彭珮云主导的政策框架及“人口红线”的压力之下,一胎政策通过制度化暴力,系统性地剥夺了妇女及家庭的生育权利。其执行方式包括强迫堕胎、强制给妇女上绝育环和给男性结扎等直接手段,对试图逃避政策的家庭,则采取抓捕、拘禁、殴打、抄家等极端暴力措施,并辅以连坐式惩罚机制。
这些做法逐渐成为彭珮云领导下的计划生育委员会日常职能,并在全国各地留下大量血腥而极端的政治口号,如“一人超生,全村结扎”“宁添十座坟,不添一个人”“宁可血流成河,不准超生一个”。
以婴儿换政绩
在《计划生育决定》的高压执行体系下,当部分地方官员向上报送的计生成绩不达标、威胁个人仕途时,政府便以侵害妇女的生育自由来换取政绩。以山东冠县为例,因计划生育工作在全省排名倒数第一,县委被上级“黄牌警告”。自1991年5月1日起,冠县与邻近的莘县随即发起所谓的“百日无孩运动”。在随后三个月内,凡被发现怀孕的妇女,无论是否属于计划内生育、无论是第几胎、亦不论怀孕月份,均被抓捕并强制实施引产。
在只需向上负责的中国政治体制下,这些被无辜处死的婴儿及其牺牲的家庭也确实为这些官员换来了仕途,百日无孩事件第二年,1992年,彭珮云领导的国家计生委召开会议,向全国表彰并推行山东等地实施的人口与计划生育经验。彭在1993年被升任为国务委员,而发起“百日无孩事件”的冠县县委曾昭起后担任山东省国资委主任,退休后在2008年担任山东省关心下一代工作委员会副主任。
“百日无孩事件”让彭珮云意识到,各地政府在计划生育执行上仍不够严厉,尤其基层地区存在逃避空间。自1993年开始,彭在全国范围内推行不预先通知的入户突击检查,并连续四年反复开展,重点针对农村地区,试图封堵一切可能逃避计划生育的“漏洞”,使基层社会长期处于高压与恐惧之中。在彭珮云主政期间,受传宗接代观念与高压生育政策双重挤压,农村地区频繁发生溺弃女婴、选择性堕女胎等悲剧性事件,最终造成严重而长期的人口性别结构失衡,其社会后果至今仍在显现。
据中国国家统计局数据显示,彭珮云于1988年至1998年任职国家计划生育委员会期间,中国人口出生率从1988年的 22.37‰ 下降至1997年的 16.57‰,人口自然增长率亦由 15.73‰ 降至 10.06‰ ,这些看似“成功”的统计降幅背后,却意味着以数以百万、乃至上亿计的家庭成为了代价。
另据媒体报道,在彭珮云去世时,其在世亲属包括丈夫、四名子女、四名孙辈、五名曾孙辈,以及三位姐妹和两位兄弟。
计划生育下的强制引产记录
1998年,彭珮云卸任国家计生委主任,但其提出的严格而暴力的计划生育执行体系已在全国蔓延,以下所列,是“一孩政策”下有记录的强制引产案例。
河北昌黎: 2000年9月,河北农民金亚妮因未婚先孕,在胎儿九个月时,没有准生证的金亚妮被带到昌黎县计划生育技术服务站做了引产手术。金亚妮被注射引产针后胎儿死亡但体积过大,两天内不能自行从体内流出,医生便将产钳探入金亚妮体内,将胎儿头部绞碎后取出,计生委将孩子尸块放在母亲面前。金亚妮身体由此受到巨大创伤,并被诊断患有“继发不孕”。
湖南浏阳:2009年2月26日,21岁刘丹因未婚先孕,被十几个人强行带到浏阳市计生委,强行对其注射引产针后扣押在计生服务站,27日晚,死胎被生了下来,28日凌晨三点,刘丹流血不止,抢救无效死亡。
广州番禺:2009年3月31日,一位女性被一群人带到了番禺沙湾镇政府迎宾楼304房间拘禁,有三十多人日夜轮流看守。4月2号,她被强行塞到车上押到了沙湾人民医院妇产科做了引产手术。
山东冠县:2009年6月,山东聊城市冠县一高龄孕妇怀胎九月,因是计划外怀孕,被数十位计生办干部强行引产,导致母子双亡。
山东临淄:2010年8月25日,朱台镇赵先生反映,妻子将于年底生小孩,他到镇计生办办出生证,计生办答复,赵先生7月份才满22岁,妻子4月份怀孕,未到结婚年龄怀孕需缴1500元罚款,当其要求镇计生办出示依据后,镇计生办将罚金提高到5000元。9月4日,临淄区朱台镇计生办因为收到罚金,给谢女士注射了引产针。
浙江东阳:东阳政府网站发布一篇“千祥镇计生工作动真格 ”新闻,文中称该镇将10月定为计划生育社会抚养费清缴月。仅十多天,就完成了20名计划外生育对象的社会抚养费清缴工作,并对3名计划外孕妇强制引产。
山东利津:2011年10月14日,网友“老百姓1987” 在新浪微博发文称山东东营市利津县姜家庄村孕妇马继红被利津街道计生办掳走带至利津县中心医院强制引产致死。
陕西安康:2012年,当地官员要求冯建梅夫妻缴纳违反计划生育一孩政策的4万元罚款,两人无力缴纳罚金,地方官员逮捕冯建梅,迫使她签订引产协议后,对她强制注射堕胎药,36小时后,冯建梅腹内的死胎被排出体外。这名7个月大胎儿,近乎发育完全。
